摘要：

在总结欧美洲等发达国家气象产业发展状况的基础上，从我国国情和未来社会经济发展趋势出发，对气象局、研究机构、高等院校和民营产业之间的关系在中国气象事业未来发展中的作用进行了分析，并对西部干旱半干旱地区气象产业发展道路进行初步探讨。

Abstract:

Based on a survey on the history and current statuses of meteorological businesses in developed countries，the relationship among the public meteorological services，research institutes，universities and private sector is analyzed in the context of social and economic development trends inChina. Developing a well organized and regulated private sector is benefit not only for the investors in weather and climate business but also for the meteorological enterprise as a whole.It is suggested that the most efforts for meteorological services in Western China should put to help the government policy makers and business decison makers use the weather and climate in formation in the irlarge-scale decision making processes
