人工影响天气地面作业空域管理信息化设计研究

Abstract:


The confliction between increasing weather modification operations and various flying activities is raising higher requirements on timely application and informatizational management on airspace. As an essential component of weather modification commanding systems, this paper has proposed a standardization design about airspace information flow on the service terminal’s function at national, provincial, city, county and operational site levels, which is accompanied with airspace application system construction on ground-based weather modification operation.The direct transmission of application and approval information may improve timeliness of airspace applying as well as success rate of approval, and the utilized efficiency of space resource will be improved accordingly, through standardizing airspace application mode of ground-based operation, optimizing space information interactive network, and accomplishing the terminal’s function at various levels.

摘要:

不断增长的人工影响天气作业活动与各类航空飞行之间的空域使用矛盾,对空域申报及时性和空域管理信息化水平提出了越来越高的要求。作为人工影响天气作业指挥系统的重要组成部分,本文结合全国人工影响天气地面作业空域申报系统建设任务,对国家、省、市、县、作业站点各级地面作业业务终端功能和地面作业空域申报业务信息流程进行了规范化设计。通过规范地面作业空域申报业务模式,优化空域信息交互网络,完善各级业务终端功能,实现地面作业空域直通申报和批复直达,可有效提高人工影响天气地面作业空域申报及时性与批复成功率,并提升空域资源的使用效率。
